Reference: 130 years ago, the Phoenix Carriage Works became a model experience of concessionsThe company produced freight and passenger cars, “glaciers”, freight platforms. The highest approved regulation of the Committee of Ministers of March 31, 1895 allowed to establish the Society of Carriage Building and Mechanical Plants “Phoenix” (nowadays – JSC “Riga Carriage Works”).
The amazing fate of one of the brightest railroad enterprises of the Russian Empire and the USSR … The prehistory of “Phoenix” goes back to 1890. At that time, the Ministry of Railways was actively discussing the upcoming buyout of private railroads by the treasury. This gave the state the opportunity to take control of the entire Russian railroad industry, including the construction and repair of rolling stock.

While serving as Minister of Finance, Sergei Yulievich Witte presented in 1893 a plan that envisioned the construction of large carriage factories on the outskirts of the Russian Empire, not only to meet the needs of local railroads, but also for the quantitative and qualitative growth of national industry. In this, as in many other cases, railroading was to become a driver for both the economy and social development of the entire region.
